Inspection Programmes: HMI Probation
JOINT Thematic Inspections
All thematic work by HMI Probation is now carried out jointly with other Criminal Justice and other Inspectorates, mainly in the context of the Criminal Justice Joint Inspection Programme. We have worked closely with the other Criminal Justice Inspectorates to produce Joint Inspection Programmes for 2007-08 and 2008-09, and work is currently on hand on the preparation of the programme for 2009-10.
Recent Work
In the past year or so we have carried out joint thematic work as follows:
In September 2007 we published a report on the arrangement for starting community orders, "Getting Orders Started", undertaken with HMI Court Administration. The report is available here.
In March 2008 we published the report of an inspection led by HMI Probation on Probation Approved Premises "Probation hostels: Control, Help and Change?", with HMI Prisons and HMI Constabulary. The report is available here.
In October 2008, we published the report of a joint inspection led by HMI Probation on electronic monitoring "A Complicated Business - A joint inspection of electronically monitored curfew requirements, orders and licences". The report is available here.
We are working with HMI Prisons on an inspection of indeterminate sentences for public protection (IPP). The first phase of this work, mainly in 2007-08, was led by HMI Prisons and focused on cases in custody. The report of that work was published in October 2008 and is available here. The second phase of the work, underway during 2008-09, is being led by HMI Probation and is focusing on cases following release.
HMI Probation have also contributed to a number of other joint thematic inspections and reviews led by other inspectorates. We contributed to the third review of safeguarding children and young people led by Ofsted and published in July 2008: the summary report is available here. We also contributed to an inquiry undertaken by HMI Court Administration into the effectiveness of systems at Leeds Magistrates Court.
Work in hand
Under the Criminal Justice Joint Inspection Programme for 2008-09,
HMI Probation is leading joint inspections of prolific and other priority offenders, mentally disordered offenders and sex offenders. We are also participating in thematic inspections led by other inspectorates.
We are developing plans with colleague inspectorates for the Joint Inspection Programme in 2009-10. As well as joint thematic inspection work in respect of adult offending work, we are also planning for a number of joint thematic inspections of youth offending work.
